Our objective is to identify, implement and validate
new solutions for LNG/CNG refuelling all along the French-Spanish Atlantic corridor.

Introduction


Natural gas and bio-methane are the easiest, most practical and realistic way of reducing transport pollution.

The development of the NGV market in Europe is currently the centre of attention of the European Authorities, supported by the launch of initiatives such as AFID (Alternative Fuels Infrastructure Directive). Progress in the market is far from easy, as shown by the slow growth rates in Europe over recent decades.

Despite the active focus of some markets, such as Italy, Germany, Sweden, Austria and Switzerland, the NGV share in the European transport sector continues to be far below 1%. Nevertheless, the objective for NGV implementation is 5% by 2020, so it is important to understand the factors that are preventing or holding back the growth of this market in Europe.

It is also very interesting to compare the slow growth in Europe to markets where growth is faster, in terms of LNG, such as the United States or China.

Some years ago the LNG market was a rather promising long-term alternative for replacing diesel. However, some arguments were not presented with sufficient clarity to the main stakeholders. And even though LNG was a widely used and well known fuel in the marine sector, it was not commonly used for road vehicles.

On the other hand, CNG was and continues to be a major option as a fuel for clean urban mobility. The use of natural gas to fuel public fleets of buses and cars will gain ground in the upcoming 10 years, which will lead to a cost-effective reduction of CO2 in European cities. In this regard, the use of gas as a fuel is already widely extended, buses that run on CNG are very popular in the urban centres of Europe, combining low operating costs with improved air quality thanks to a substantial reduction of nitrogen oxide and particle emissions.
Over 15,000 CNG buses are operating throughout Europe, and they represent a commercially competitive solution from a technological point of view in comparison with other, alternative units that are still in the demonstration stages or whose operation is being subsidised. Therefore, it can be concluded that the benefits from using natural gas (NG), in its various states and applications, are generally well known and are even the main choice for transporting goods by ship and transporting passengers in urban areas. However, there are still some points regarding liquefied natural gas that are not sufficiently clear and require a more in-depth analysis.

The BESTWay project is an important infrastructure initiative between Spain and France, and it must be considered a path to follow for guaranteeing adequate and uniform development of LNG.

Objectives


The general objective of this project is to identify, implement and validate new solutions for LNG/CNG refuelling all along the French-Spanish Atlantic Corridor. The aim of these solutions is to tackle the current subjects of technical and market regulations regarding safety, standardisation, logistics, public access and interoperability. As part of this initiative, 9 refuelling stations are being developed along the Corridor (from Algeciras to Paris), which implement new cost-effective, modular and standard designs. The stations have been incorporated with advanced remote management and operation solutions.

An ITC infrastructure will also be developed to offer services and applications to improve interoperability and at the same time ensure public access to the station.
They shall include compatibility with payment systems, training and certification.

All this will act as a contributing factor to the major deployment of natural gas as an alternative fuel for road transport.

Financing of the Project, has been approved with the current call for grants of the Connecting Europe Facility (CEF) of up to 50 % of the project value: 3.8 million euros and implementation shall be fully developed in July 2018.
